1) Panhandling/Homeless shelter: adopt stricter ordinances (double distance), require business permit for panhandling, have them pay local sales tax, relocate shelter away from downtown.

2.) Application/Approval Process: Facilitate approval process for construction and occupancy. Implement a Uniform Development Plan and a bar-code tracking system for monitoring the projects.

3.) Workforce/Affordable Housing: Provide workforce housing for policeman, fireman, EMTs, teachers and staff of UNC. They should be able to spend their disposable income locally.
