1) Remove structural impediments--like the privilege tax--while improving the process, especially leveraging the Internet, for starting and maintaining a business within our community.
2) Make licensing and developing commercial opportunities predictable, manageable and appropriate.
3) Use a market-based approach in developing a new, measurable, goal-based strategy for economic development.
